The partnership of NACP Projects incorporates decades of experience in business. A shareholder group meets monthly to discuss the operational performance of the partnership, the status of engagement with traditional landholders on current projects, and initiatives aimed at increasing Indigenous participation in their delivery.

Tom De Garis

Tom commenced his career in construction over 13 years ago. During that time, he’s acquired specialised experience working with National Defence. His knowledge of strategy, business development, procurement, delivery and systems development has proven invaluable. Tom has expertly delivered construction projects in operationally secure environments while considering explosive ordnance, live training areas, airside operations, hazard areas, restricted electrical areas and physical/electronic secure construction.

Tom has been involved with NACP Projects since their first project, where he was involved in the tender and preparing management plans and program. He also has valuable experience as an NACPP Project Manager, delivering works in NSW and QLD. Since then he has assisted NACP Projects in procurement and delivery across SA, VIC, NSW, QLD, NT and WA. He’s acted in a Project Director role on projects and implemented and managed the process to attain NACP Projects DISP accreditation.

Nick Yorston

Nick specialises in delivering commercial construction projects with experience across a range of sectors including Defence. Nick joined BADGE Constructions in 2016, and was then seconded to NACP Projects to manage Defence works projects in Woomera, in remote South Australia. In 2020, Nick relocated to Darwin in the Northern Territory to establish an NACP Projects office in a procurement and project management role.
Dickie Bedford

Eric (Dickie) Bedford grew up in the Kimberley region of WA and has been an active member of the indigenous community. He is a former Chair and Commissioner of Aboriginal and Torres Strait Islander Committee (ATSIC), a former Board Member of Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) and has sat on various state representative boards. A former Chair of Marra Worra Worra, he currently serves as the organisation’s CEO.

Kevin Cairns is Director of the Waanyi Aboriginal Corporation. Kevin has more than 30 years of directorship experience, and is currently also Director of Lawn Hill & Riversleigh Pastoral Holding Company, Aboriginal Development Benefits Trust, and numerous subsidiaries of Waanyi Aboriginal Corporation.
Martin Sibosado

Martin Sibosado has more than 30 years of management experience and operates out of the West Kimberley and Pilbara region of Western Australia. He is currently Director of the Nirrumbuk Aboriginal Corporation, and also holds directorships with the organisation’s various divisions and partners including Djaringo and Broome Electrical Services. Martin has a BA App Science from Curtin University in WA.

Jim Whiting founded BADGE in Adelaide in 1983 and as Managing Director has steered the organisation to become one of Australia’s largest privately owned commercial construction companies. Jim is a Fellow of the Australian Institute of Building, the Past Chairman and member of the MBA (SA) Industrial Relations Committee and a MBA (SA) Past President. Jim is the Chairman of the BADGE Board and MRS Harmony Property Group. He is involved in various community organisations and is patron of the Hutt St Centre.
